 How and Where to apply for homestay registration in Karnataka?

·         The application form can be collected from Karnataka tourism department head office or from concerned district offices.

·         You can submit the duly filled application form at the Director or Assistant Director’s office or at any of department’s district offices.

·         You have to pay certain amount as registration fees depending on the type of Homestay.

·         The application fee for Class A – Gold Guest Class is Rs 3000, and for Class B – Silver Guest Class is Rs 2000.

·         The Demand Draft may be payable to the Commissioner, Department of Tourism, Government of Karnataka payable at Bnagalore.

·         The fee is not refundable in case of rejection of classification or considering for classification in lower classes.

·         The classification for Homestay units will be given only in those cases where the owner/promoter of the unit along with his/her family is physically residing in the same unit.

·         In case of dissatisfaction with the decision of the categorization on classification, the unit may

appeal to the Secretary, Ministry of Tourism, Karnataka within 30 days of receiving the communication regarding classification/reclassification.

Who all can apply?

1. Individuals or families who own a house of good quality in the state and can spare at least 2 rooms for tourist accommodation.

 2. The classification will be given only in those cases where the owner / promoter of the unit along with his/her family are physically residing in the same unit.

3. Maximum number of rooms for offering to the tourists shall be limited to 5.

4. At least one of the family members should be able to communicate in English.

5. The houses in areas of tourism importance will get priority.

What are the types of buildings which are eligible to get a Government license?

1.       The building should be in good location with respect to tourism.

2.       Quality of house in terms of facilities provided to the tourists.

3.       Maintaining good hygiene of the house and surrounding areas.

4.       Access

5.       Educational & professional background of the applicant & family members.

6.       Well maintained and well equipped house and guest rooms with quality carpets / area rugs /tiles or marble flooring, furniture, fittings, etc. in keeping with the traditional lifestyle.

7.       Sufficient Parking and Guest Rooms.

8.       Minimum one lettable room and maximum 5 rooms (10 beds)

9.       All rooms should be clean, airy, pest free, without dampness and with outside window/ventilation.

10.   Minimum floor area in sq. ft. for each room in the homestay should be atleast 120 sq.ft for double bedroom and atleast 100 sq.ft for single bedroom.

11.   Comfortable bed with good quality linen & bedding, preferably of Indian design.

12.   Attached Private Bathrooms with every room along with toiletries.

13.   Minimum size of each bathroom in square feet 30-40

14.   Western WC toilet to have a seat and lid, toilet paper.

15.   24 hours running hot & cold water with proper sewage connection

16.   Water saving taps / shower

17.   Well maintained smoke free, clean, hygienic, odour free, pest free kitchen

18.   Dining area serving fresh Continental and / or traditional Indian breakfast

19.   Good quality cutlery and crockery

20.   Air conditioning/heating depending on climatic conditions with room temp. between 20 to 25 degree Celsius.

22.   A 15 amp earthed power socket in the guest room

23.   Internet Connection

24.   Telephone with extension facility in the room

25.   Wardrobe with at least 4 clothes hangers in the guest room

26.   Shelves or drawer space in the guest rooms

27.   Complimentary aqua guard/RO/mineral water

28.   Good quality chairs, working table and other necessary furniture

29.   Washing Machines/dryers in the house with arrangements for laundry /dry cleaning services

30.   A lounge or seating arrangement in the lobby area

31.   Heating and cooling to be provided in enclosed public rooms

32.   Garbage disposal facilities as per Municipal laws

33.   Acceptance of cash/cheque/DD

34.   Name, address and telephone number of doctors

35.   Assistance with luggage on request

36.   Safekeeping facilities in the room

37.   Smoke/heat detectors in the house

38.   Security guard facilities

39.   Maintenance of register for guest check-in and check records

40.   The proposed homestay not registered as a hotel or commercial establishment and not enjoying any benefits under any of the State/Central policy/Act Guidelines.

List of documents / items required at the time of submitting application form:

    The application should be accompanied by;

                                                           1.  Prescribed application form duly filled in.

                                   2. Proof of ownership/lease of the building.

                                   3. Location plan showing access to the building from the major roads.

                                                                      4.   Plan and elevation of the existing building.

                                                                      5. One hard copy and one soft copy of the photographs of the building including the interiors.

                                                                      6.   Police Clearance Certificate from the Local Station House Officer

Homestay types / categories:

                              Under the Atithi homestay project of Karnataka Government, there are two types of homestays.

1.       Class A – Gold Guest Class

2.       Class B – Silver Guest Class

Inspection:

                 After submission of the application, the Regional Classification Committee will conduct an inspection of the property.

1.       The presence of facilities and services will be evaluated against the enclosed checklist and score sheet by the Committee. The committee comprise of State and Central government officials.

2.       The committee officials only inspect the property once a year in June or July.

3.       The homestays should maintain required standards at all times. Any serious faults will be reported to the Department of Tourism and the Department is free to take any action including cancellation of the classification.

4.       Any rectification pointed out by the Committee will have to be complied within the set out time. Failure to do so will result in rejection of the application.

5.       The Committee may recommend a category either higher or lower than the one which you are applied for. In case of category higher than the one you are applied, you will have to deposit the required fee for the recommended category. However, in case of lower category, there will be no refund of the extra fee.

6.       Any changes in the facilities of the unit should be reported to the Ministry of Tourism, Government of India within 30 days.

7.       After this a recognition certification will be given to the owner.

Daily Rental Price Limit

                 Homestay owners can fix their tariff based on the facilities they provide to the tourists.

Tax Applicable

                  The homestays are exempted from luxury tax.

NEW: Homestay Online registration [September 2016]

Government has come up with hassle free online registration of Homestays in Karnataka, which can be done through the tourism department portal www.karnatakatourism.org, existing registered homestay owners too need to upload the facilities available at their homestays in the portal. Authorities have warned that necessary action will be taken against unregistered homestays.
